The problem
Public work has a long runway. A district studies enrollment, buys land, passes a bond, and hires a design team, all of it in the open record, long before anyone issues an invitation to bid.
Contractors who win that work were reading the runway. Everyone else finds out on the day the solicitation drops, and spends the next three weeks trying to make up a year of positioning.
What it watches
